After years of delays, the Shizuoka section of the ambitious Chuo Shinkansen project, better known in Japanese as the “linear motorcar” and in English as the maglev, which will be able to shuttle passengers from Tokyo to Nagoya in as little as 40 minutes, has finally been given the formal go-ahead by the prefecture, thus prompting JR Tokai, the company in charge of it, to declare that now the real work starts. Given that the project was initiated around the turn of the century and the excavation of the 256 kilometers of tunnels needed to complete the route from Shinagawa in Tokyo to Nagoya has been ongoing for more than ten years, JR Tokai’s declaration requires clarification; but, indeed, in the larger scheme of things the Shizuoka section of the tunnel, though a mere 8.9 km in length, is perhaps more central to the project than any other in that it is probably the most difficult to carry out technically.

According to a series on the maglev in the Asahi Shimbun that commenced July 23, experts have said that building the Shizuoka tunnel section may be the most difficult construction project in the history of Japanese civil engineering. Twenty-five kilometers of the tunnel needed for the maglev—almost 90 percent of the Shinagawa-Nagoya route is underground—runs below the Southern Alps, some of which towers 3,000 meters above sea level. The Shizuoka section is smack dab in the middle of this portion and will be located between 500 and 1,400 meters below the surface. The deepest tunnel in Japan ever excavated is the Oshimizu Tunnel on the Joetsu Shinkansen line, which opened in 1982 and is 1,300 meters deep. But while there is some experience to fall back on, the Shizuoka section still poses some formidable challenges.

Two tunnels have to be built: the primary tunnel that contains the tube for the train, and the “advance” tunnel that delivers the equipment and personnel to the underground site where the tunnel is being excavated. The dimensions of the primary tunnel are 13 meters in width and 8 meters in height. Eventually, the advance tunnels will be refitted later as evacuation and maintenance tunnels. 

According to one expert interviewed by Asahi, the area of bedrock that the tunnel will pass through is located at a nexus between two tectonic plates, and the friction between these two plates means that one of them rises 3-4mm a year, a substantial shift in geological terms. The pressure on the tunnel tube will constantly be affected. As the tunnel is excavated, some of this pressure is alleviated, thus causing possible deformation of the tunnel over time. 

JR Tokai says it will use controlled explosions to cut through the bedrock at sections of between 1 and 2.5 meters. These blasted sections are then connected and reinforced with concrete to form an arch using steel supports with thick bolts driven deep into the surrounding bedrock so as to distribute the pressure more evenly. The expert, however, points out that since the tunnel is being built through two faults and different consistencies of bedrock, challenges the construction of the Oshimizu Tunnel did not have to address, they don’t know how things will work out until they actually do it.

Our ongoing coverage of the Chuo Shinkansen, vernacularly known as the “linear motor car,” and usually referred to in English as the “maglev project,” continues apace even if construction itself doesn’t. This week, we found three distinct media stories about the maglev, and while they can be related to one another due to the way they describe obstacles toward completion of the Tokyo-to-Nagoya leg of the railway, they deserve to be addressed separately.

The first story, reported by the Mainichi Shimbun on Nov. 12, takes place in the town of Mitake in Gifu Prefecture. In 2016, two areas within the town had been selected as candidate landfill sites for receiving excavated soil and rock resulting from maglev tunnel construction. However, any formal announcement about the selection had been postponed after problems arose about the “impact” of the decision. Apparently, a portion of the candidate sites included a wetlands area that has been recognized by the environmental ministry as a vital habitat for a rare species of flora. Such designations do not automatically prohibit “development activities,” but those who carry out the operations regarding development are “required” to consider conservation efforts to protect precious resources. JR Tokai, the company building the maglev, has said it would transplant any rare species of plant in the area. 

On Nov. 10, Mitake held its fourth public forum with “experts” and representatives of JR Tokai. Residents expressed alarm, since it was the first time they were alerted to the fact that the landfill project would contaminate a valuable wetlands area, a fact that was actually revealed by reporter Hiroaki Izawa in a scoop for the weekly magazine Sunday Mainichi after he confirmed the environmental ministry’s designation of the rare species. Afterwards, the town’s mayor tried to explain why no announcement had been made previously, even though the environmental ministry’s designation had also been made in 2016. He said that he wasn’t sure what JR Tokai was planning to do at the time and so put off the announcement. After the company pledged to transplant the endangered plant species he became more positive about the landfill project. 

Though the environmental ministry applauded the dialogue between Mitake and JR Tokai, they didn’t address another problem, which was pointed out by a different media outlet, namely that the excavated soil and rock would contain natural heavy metals, which are toxic to living things, including humans. Consequently, the soil would have to be extensively processed before being dumped into the landfill.

Field diary: Izu

Last week we were on the Tokaido Shinkansen early in the morning and ran into a friend we hadn’t seen in years. He asked us if we were still living in Tokyo and we said we weren’t, that we had moved a little over a year ago mainly due to the earthquake. He then asked us what we were doing on the bullet train and we said we were on our way to Atami on the Izu Peninsula to look at some properties we might be interested in buying. He gave us a funny look. “That would seem to be the worst place to live if you’re afraid of earthquakes.” True. Just the day before the Cabinet Office Disaster Council updated its projections for a major earthquake in the Nankai Trough, and Shizuoka Prefecture was deemed the worst in terms of possible casualties, though, technically, most of those casualties would be in the western part of the prefecture, not Izu. In any case, we weren’t completely serious about buying a place on the peninsula. Having been frustrated in our search so far for a home-sweet-home we could afford, we were entertaining the idea of keeping our rental and buying a very cheap old fixer-upper in a place with cooler summers. If our income situation worsened and we had to give up renting, then we would at least have a roof over our heads, and if things continued as they have been (notice we don’t actually think they’ll get better) then we’d have a weekend/summer place. There are plenty of old dumps in the highlands of Tochigi and Nagano, or in the wilds of Chiba, that can be had for under ¥7 million, though they’d require another ¥3-5 million to make them livable. And during our search we noticed there were quite a few such places in Izu, too, mainly besso (second homes), which we had avoided so far. Second homes tend to be built in specially designated besso developments managed by companies that charge yearly fees, some of which are pretty high. Also, besso tend to be impractical for year-round living, but since we weren’t necessarily going to be living in one year-round we thought we’d see what was available.
